CASp Inspector vs ADA Coordinator

Did you know that there are different types of accessibility consultants? Some specialize in construction-related disability access. Some specialize in website accessibility. Others may be experts in ADA employment requirements. The Americans with Disabilities Act (ADA) is a federal civil rights law and there are many consultants across the country that are experts in applying the ADA to public accommodations. Some states such as California and Texas have additional disability access requirements that apply to businesses within their respective states. Depending on the location of a facility or the motivation for seeking the advice of an accessibility consultant will determine which type to hire. This article will cover the 4 accessibility consultants with an expertise in construction-related accessibility compliance.

Non-Certified Accessibility Consultants

Anyone that starts a business (even if it is a lemonade stand) can call themself an “entrepreneur”. Much like the title “entrepreneur”, the term “Consultant” is a generic title that anyone can give to themselves. There is nothing wrong with these titles but if you are hiring a consultant that specializes in a certain field, they should at least hold one recognized certification. We have come across many self proclaimed “accessibility consultants” over the years and they typically issue outdated or incorrect advise. If you are in need of an accessibility expert, we recommend avoiding consultants that lack the following certifications.

ADA Coordinator

ADA coordinators are typically employed or retained by schools and governmental entities to create and administer policies to improve and maintain ADA compliance. ADA coordinators are certified upon passing the ACTCP Exam which tests the knowledge of the ADA requirements and the roles performed by an ADA Coordinator. These roles typically include: Implementation of self-evaluations and transition plans, establishing accessibility program policies / procedures, and monitoring of transition plan progress. Privately owned public accommodations such as restaurants, lodging and retail may seek the advise of an ADA coordinator but the following disability access consultants may be more appropriate depending on the location of the subject facility.

Registered Accessibility Specialist (RAS)

Texas is one of several states that has adopted construction-related accessibility standards that are more restrictive that the minimum standards required by the ADA. Registered Accessibility Specialists (RAS) are licensed to inspect and review commercial construction projects throughout the state of Texas. The certification exam is administered by the Texas Department of Licensing and Regulation and tests the applicants knowledge of the Texas Accessibility Standards (TAS) as well as the ADA. If you have a privately owned commercial facility in Texas that is being newly constructed or altered, you may need to hire RAS as a condition of final inspection.

Certified Access Specialist (CASp)

California is the leader in construction-related disability access. The state has adopted the strictest requirements for accessibility in the built environment. Certified Access Specialists (CASp) are experts in ADA and California Building Code (Accessibility) compliance. CASp Inspectors are rigorously tested by the Division of the State Architect to demonstrate specialized knowledge of disability access requirements in the State of California. Regarded as one of the most difficult exams to pass, Certified Access Specialists are considered to be the top experts in the field of accessibility compliance. Since California is regarded as the leader in accessibility, many CASp Consultants are hired by large corporations to handle accessibility compliance across the nation.
